Welsh BPS Moorland Payment October 7, 2013 12:00 am The Welsh Government has provided further detail on possible payment rates under the new Basic PaymentScheme (BPS). Primarily, these look at what happens if the moorland rate is increased. As funding is fixed, a higher moorland rate means that other land categories see reductions and the overall redistribution between businesses changes. There has been much discussion since the original consultation opened on whether the proposed moorland rate was too low.
