SPS 2014 February 11, 2014 12:00 am The SPS Online system will be open to make 2014 claims from the 20th February. Paper forms will be sent out in early March – although the RPA is having another big push to get claimants online ahead of ‘digital by default’ in 2015. The normal deadline for entitlement trading of 2nd April applies. There could be a quirk in the trading of entitlements after the 2014 claim. Usually, once a claim has been made against entitlements, it is possible to trade them (from the 16th May) ahead of the following year’s claim. This may not be possible in 2014. The CAP legislation appears to prevent any transfers between the 15th May and the 31st December when SPS entitlements are ‘rolled-over’ into the Basic Payment Scheme. Therefore, whoever claims this year, will end up being granted new BPS entitlements in 2015. There is likely to be a trading window early in 2015 if the entitlements are not in the right place.
