The EP was pushing for a the system which would have granted aid to farmers who voluntarily cut their prodution by 5% compared to the previous year’s levels or made them pay a levy if their production increased by 5% after the end of milk quotas in March 2015. However, both the European Council (Farm Ministers) and EU Commission were against the proposals.
