Financial Discipline November 24, 2015 12:00 am The EU Commission has confirmed that the rate of Financial Discipline (FD) on 2015 BPS payments will be 1.393041%. This applies to all BPS payments across Europe worth more than €2,000. FD helps funds the CAP ‘crisis reserve’. This is the last piece of information required to make payments in England. Accordingly, the Rural Payments Agency has issued another statement (https://www.gov.uk/government/news/rpa-remains-on-track-to-pay-bps-2015-claims-from-december) claiming it is on track to start payments in December. In terms of the ‘majority’ of payments being made in that month, it now seems clear this relates to 50% of claimants, rather than 50% of the budget. It may be that larger claimants will have to wait longer.
