Entitlement Transfers for 2017

With applications (hopefully) all now done for 2016, the industry might want to forget about the BPS for a while.  However, whilst it is still fresh in the mind, some may want to transfer entitlements to get things in the right place for 2017.  Unfortunately this is not possible at the moment.  The facility to transfer entitlements online through the Rural Payments system has been taken offline.  This is to allow the entitlements to remain stable whilst 2016 claims are validated.  It may not be until towards the end of the year that ability to transfer is reinstated.  It is possible to use an RLE1 to make any transfers in the meantime, but it may just be simpler to wait.
