Cross Compliance Breaches July 11, 2016 12:00 am The RPA has released its latest report detailing the cross-compliance inspection statistics for 2015. The total number of failures has reduced marginally, down from a high of 4,391 in 2014 to 3,801 in 2015. The table shows the main areas of non-compliance; Measure 2015- no. of inspections failed % of inspections failed SMR 4 – Food & Feed Law – TB 1,061 n/a SMR 7 – Cattle ID and Registration 829 46.6% SMR 1 – NVZs 618 29.4% SMR 8 – Sheep & Goats ID 569 25.3% GAEC 1 – Protection of Watercourses 215 11.1% GAEC 7a – Protection of Hedgerows 163 3.4% SMR 13 – Welfare of Animals 145 9.6% SMR 10 – Plant Protection Products * 47 4.6% GAEC 7b – Public Rights of Way 44 1.6% SMR 4 – Food & Feed Law 44 6%% Total Breaches 3,801 13.69% Source: RPA * Failure to keep PPP records is a breach of SMR 4 The number of SMRs and GAECs reduced in 2015 (although the majority of rules remained, just merged), but breaches in familiar areas still top the table. The number of failures of theTB measure introduced in 2014, where failure to start a TB test within the testing window, has reduced slightly (from 1,142 in 2014), but has topped once again. Nearly 50% of all cattle identification and registration inspections fail. The main breaches are non-identification/ear tags which most farmers assume is the key problem, however, a lot of breaches are also caused by movement details not correctly recorded in the farm register or not reported to BCMS and passports not returned to BCMS for animals which have died. NVZ breaches remain high, these include records not available or incomplete and the location of temporary field heaps.
