CAP Reform Delay? March 24, 2014 12:00 am Although only a very slight possibility, there is a chance that implementation of CAP reform could be delayed. Following the publication of the Delegated Acts earlier this month, the EU Parliament has objected to various aspects of the texts, and looks set to vote on the 7th April. If the texts are rejected, it is not clear when revised versions would be agreed – European Parliament (EP) elections take place at the end of May so there will be a hiatus in decision-making. Some have stated that, if agreement is delayed too long, the implementation of the BPS would need to be put back until 2016! To us, this seems an overly-dramatic conclusion. The Delegated Acts are already officially adopted; the EP only has a right to ‘object’ to them. This is limited to a period of two months (with an extension possible). In practical terms, National Administrations can carry on implementing the rules as they stand (and we know they are doing this). Any minor tweaks can be incorporated at a later point. In any event, the EP has a long and proud record of causing a fuss (to prove it is an important body), before falling into line at the 11th hour. We would certainly advise all readers to assume that CAP will be implemented in 2015 with the rules as they are currently published.
