CAP Legislation July 10, 2013 12:00 am In our report on the CAP deal we stated that the legislative texts (Council Regulations) outlining the details of the deal where not yet available. It may well be after the EU’s August summer break before these appear. It therefore remains slightly uncertain just what has been agreed. What we are left with is the compromise paperthat was issued by the Irish Presidency just before the final set of negotiations, and then various subsequent amending papers. By putting these together, it is possible to get a picture of what the final legal texts should look like (barring any nasty surprises). None of this makes easy reading, and is probably only really for CAP anoraks like ourselves. However, for those interested, the papers can be found on the EU’s ‘Consilium’ website where all the institution’s texts are published. The relevant ones for CAP reform are; 10730/13 – this is the last direct payment regulation before the final set of talks 11546/13 – various texts arising out of the final trialogues. ‘Add 2’ is probably the most useful, although the others also provide background As we have said, not easy reading, so we are ploughing through them and trying to pull out what is relevant. We hope to be shortly able to publish a comprehensive Briefing Note on the reforms, expanding onwhat was in our article of the 27th June. There will still be gaps in our knowledge, but we hope to start filling them.
