BPS Update April 13, 2015 12:00 am Entitlement Trading Extended It has now been confirmed that the deadline for entitlement trading will be extended by a month. Therefore the latest that an RLE1 form can be submitted will be midnight on the 15th June. Other Deadlines The date for submission of the BP5 form is obviously now the 15th June. It will be possible to submit forms up to the 10th July subject to the usual late-claim penalties. But it will not be possible to amend forms without penalty after the 15th June date, as is normally the case (usually, forms can be amended up to 31st May when submitted by the 15th May). Where there is a cross-border application, it is the deadline for the agency that is paying the claim that sets the deadline. Therefore, if the RPA is the paying agency it is 15th June, if it is Rural Payments Wales the deadline for applications remains the 15th May. It has been conformed that these will go to those that have the level of ‘submit’ on permission on the Rural Payments system. Where more than one person has this level of access (e.g. a number of Agents), then a form will be e-mailed to all those people. Therefore, it will necessary to be clear who is doing what; to both make sure that two people are not doing the same job, but more importantly to make sure that no claims slip through the net. If a Firm of Agents has been set up for a claimant, the form should be sent to the Firm’s e-mail address, rather than to individuals. If this is a generic e-mail that is not closely monitored, then it could be possible for the message to sit there for some time. Drop-In Centres The Digital Support Centres that were meant to support the Rural Payments system are being turned into Drop-in-Centres to accept forms.
