Audit Scotland Report on IT System

Audit Scotland has published its fourth report on the progress of the Scottish Governments five year ‘CAP Futures Programme’.  This was designed to improve its IT systems to implement the CAP reforms from 2015 onwards.  The report identifies serious cost and operational issues with the programme and that it is unlikely to deliver value for money.  Originally estimated to cost £102 million, the programme is now budgeted at £178 million and with a reduced scope.  It is this system that has been responsible for the delays in paying farmers in Scotland their 2015 BPS payments.
