2013 Entitlement Values and Payments November 20, 2013 12:00 am The RPA has revalued entitlements in England for the 2013 year. The calculation of entitlement values is undertaken from scratch each year and the rate can vary slightly depending on how many entitlements are claimed in each region. As the table below shows, our estimates for 2013 were quite close. The table also shows the actual payment that farmers will receive. This is based on the 2013 conversion rate of €1 = £0.83605 – a 4.8% improvement on the 2012 rate as set out in our article of the 30th September The payments shown for 2013 are after modulation at 19% and Financial Discipline, which is being levied for the first time this year, at 2.453658% (to be exact). The rate for this year is compared to the payment for last two years (that for 2011 relates to a hectare of ‘arable’ land – i.e. assuming a full history of AAPS claims in the reference period). Of course, for 2012 and 2013, England has been on fully flat-rate regional payments, so the history of a claimant is no longer an issue. The final result is that payments in lowland England end up 1.6% higher than last year. Entitlement Statements for 2013 will be available to view online from early January. Those that applied for the 2013 SPS on paper forms will be sent a paper statement in January. As previously written, it is believed that the vast majority of English claimants will receive payments on, or soon after, the 2nd December (the 1st is a Sunday this year).
